Is this the enzyme that gets blocked by vitamin B3/Niacin?

In other words, does Vitamin B3 stop the activation of this enzyme?

I don’t know if I am asking this question correctly.

      Michael,
No, not from my understanding. The body seems to fill the void if Niacin is low by converting Tryptophan into the Quinolinic acid pathway.
